Co-operation between Turkish Union of Notaries and Istanbul Bilgi University IT Law Research Center on "Project for E-Notary transformation"
Istanbul, 28th Sep. 2004 - Istanbul Bilgi University IT Law Research Center has declared the decision for co-opeartion with Turkish Union of Notaries to prepare a project on E-Notary. İn this context, the Center shall provide all legal, technical and starategical support to the Union with a view to accomplish the objectives ahead.
Especially in the last 15 years, the advancing of the technology has fundementally changed the way that persons, institutions and governments' conduct their affairs and this has inevitably made legal profession a very strategic point. At the global scale, it is possible to observe a coralation between the economical development, competition and legal regulations.
Since it was founded in Jan.2004 the Center has been in a rapid progress and fulfilled the mission of a policy making institution, that was needed. The Center has established contact with other policy making and regulative bodies both within the EU and the USA. Moreover the Center has commenced an on line Certificate program on IT Law with a view to rank as a prominent institution and has made significant contribution to recent E-signature secondary regulations.
The President of Turkish Union of Notaries, Hasan Yeni spoke: "Notary as a profession should catch up with the advancing technology. Especially as mentioned by the State Minister Kürşat Tüzmen, e-notary is a necessity." To this end it was declared by the Executive Board that Union would co-operate with Istanbul Bilgi University IT Law Research Center to form the structure of e-notary. Board member and IT commission chairman Orhan Turan (Mersin 3rd Notary) was put in charge of this task.
